I can bookmark most photos, but sometimes I'll click the bookmark link and no field pops up for tags (and no submit button). This only happens now and then. Is this just a glitch, or are some photos disallowed from bookmarking?

That's weird, perhaps a bug;

There are no photos disallowed from bookmarking -- any image from the internet can be actually bookmarked.
